FRSC Alleges That Late Minister Ocholi,Family Didnt Wear Seat Belts,Driver Has No Licence

An investigation by the Federal Road Safety Corps (FRSC) has blamed Taiwo Elegede, the driver of the late Minister of State for Labour and Productivity, James Ocholi, for over speeding.




The road safety agency also said apart from the driver’s high speed, failure to use seat belts by the deceased minister and his family members decreased their chances of survival in the crash.
He added that by theory, the occupants of the front seats received less injuries because they made use of their seat belts.
Mr. Ocholi died alongside his wife and son, on Sunday in an auto crash along the Kaduna-Abuja expressway.


The FRSC investigation also revealed that Mr. Elegede had no valid driver’s licence.The investigation report was read on Wednesday by the Corps Marshal of FRSC, Boboye Oyeyemi, during a valedictory session of the Federal Executive Council in honour of the late Ocholi at the Council Chambers of the Presidential Villa, Abuja.

“There were 10 persons involved in the accident and 9 were adults. The minister and his son died on the spot, while his wife died at the hospital. The driver of the crashed vehicle was moving at excess of the stipulated speed when he had a tyre burst.


“The investigation team gathered that the driver of the backup vehicle had noticed that the minister’s vehicle rear left tyre was under-inflated, and availability of radio communication deprived him of access to the minister’s driver,” Mr. Oyeyemi said.
According to Mr. Oyeyemi, further checks showed that the driver’s details were not registered on the FRSC data base as a licensed driver.


“There was no record on the driver’s licence national database of the driver of the Hon. Minister with the name Taiwo James Elegbede,” he said.
“The Dunlop tyres of the SUV were not expired but were wrongly fixed and could have affected its performance.

“The situation would have been salvaged if there had been a mode of communication between the minister’s car and the backup car, as the latter had noticed the state of the tyres and tried to stop them.
“The crashed vehicle’s driver was driving too fast and he slammed on his brake so hard. These two factors materially contributed to the inability of the driver to maintain control when the left rear tyre burst.

“Skid marks and grooves found on the westbound shoulder made by the Lexus LX570 for about 15m and 9.3m respectively before it began somersaulting severely and the ejection of the minister and his son showed clearly that the travelling speed of the Lexus LX570 presented unsafe consequences in the event of certain road risk that may have occurred.

“The driver must have entered into a panic situation which resulted to his hard application of brakes and subsequent loss of control that took him into the bush path.
“The DOT number of the tyres were inward which cannot easily be read from outside. This indicates that the orientations of the tyres were not properly fixed which could adversely affect the performance of the tyres.


“The Federal Road Safety Corps Investigation Team (FIT) determines that the probable cause of the March 6, 2016 fatal crash at KM34 Kaduna -Abuja expressway near Rijana village, Kaduna State, was the driver’s failure to maintain directional control of his vehicle when the rear left tyre burst occurred.
“Severity of the fatality was increased due to the ejection of the minister and his son as a result of non-use of rear seat belt,” Mr. Oyeyemi said.


The corps marshal recommended, among other things, “the certification and re-certification of convoy drivers at intervals of two years of issuance of convoy driver’s licence,” he said.

He therefore called for adherence to traffic rules, repairs of potholes on highways and also urged Mr. Buhari to lead the campaign on compliance with speed limits, starting with installation of speed limiting devices in commercial vehicles.

      Its not about having drivers license, its about knowing the techniques of driving and managing certain situations during driving when the need arises.

    3. It's so unfortunate. Then again it is normal in Nigeria for people seated at the rear not to have their seat belts fastened. It is mostly the passenger in front and the driver that fastens theirs. I hope this serves as a lesson to people. Also the driver might have had a licence but not duly registered with the FRSC.

    5. Abeg that drivers license ish is not a de facto if u asked me. Not that u shouldn't have one, but how many people who learned how to drive 30years ago bother to register for a license? Personally my Nigerian drivers license expired 5years ago and I'm yet to renew it. Not gloating but it's the fact.
      But the mistake here is that, as a govt official such things should be documented in case of not only accidents investigation, but for other issues..like say the driver commits a crime or adducts their family member etc.

      Matter of fact, an overhaul is required in the entire database system in Nigeria. Every citizen should be accounted for by finger print and national ID CARD issued. Just as they've started with the voters card and BVN.. they should take it a step further by making it mandatory for everyone to be profiled and given an ID card. The police unit and traffic squad should have a mini mobile database machine that they can punch in ur name to verify u on contact.
      Oh, how I miss my life outside Nigeria. At least this invention will also curb the insurgency. I think the ministry of interior should make this a top priority.

    Since when did owning a NIGERIAN license make you a good driver? Isn't it the same license you walk into their office, pay 13k to one hungry looking officer and they issue one to you WITHOUT a driving test?

    I fail to understand why some people just don't like putting on their seat belts. Does it itch or make them claustrophobic?

    But, how did the Minister's office employ a driver without a licence?
    Wasn't he screened?

    What's the essence of having a convoy, without radio communication?

    Who fixed said tires? Was the person a newbie?

    Meanwhile, why is his family blaming the driver? If his employer didn't want him overspeeding, he wouldn't have.

    U cannot expect a driver's minister to have driver's licence, those who make laws in nigeria are the ardent law breakers. Most Custom officials do not ve valid driver's licence and it's just the normal thing. I could remember when I was travelling in a public vehicle, an FRSC official stopped our vehicle to ask and search for the required stuff and before the driver pulled over, a man from the front seat flashed his ID card(i guess he's a member of the force) and the FRSC official passed us. I immediately told the FRSC official to do his job and the man was surprised who I was,he was just calm till we left the scene. Nigeria's glory is gradually fading off by the day(God forbid) and I'm so concerned. It's just a pity the man and family died a careless death. Government vehicles over speed and it's their usual style mayb because they know that there can't be stop and search 4 them.

    A car cannot just apply brake and start doing somersault. Impossible

    1. Don't show your ignorance please. When a tyre goes burst or bursts, any little pressure on the brakes either sends it into a spin or it somersaults. This is why drivers are asked to not panic, avoid the brakes and just focus on controlling the vehicle's movement till it stops. Google is still our friend plus experience is still also the best teacher.

    Meanwhile they should leave that drivers license thing. I went to renew my license recently and I could not even be found in their data base also. They decided that I should do a license like I am a recent graduate of a driving school. No one took me to test if I can actually handle a steering let along drive on the road, instead they went and bought a certificate for me from a driving school (the owner of that driving school is one of their ogas at the FRSC office) and gave me a temp license. What if I am actually not a good driver? Haven't they jeopardized my life and the life of others? Everything in this country is a sham Abeg. My sister failed her driving lessons in the UK 4 times before she was issued a license, her offense was one that we will all say makes no sense, but because those people care about the lives of their citizens, they do not put anything to chance. Let the FRSC stop talking like they are angels and the department is one that doesn't know crime or bribery.

    Having said that, May the Ocholis Rest In Perfect Peace and God Comfort the family left behind. I feel their pain as I also lost a brother on that same road to an accident. He is one of the many people who have gone and will still go due to gross negligence and wicked people in high places.

    1. Thank u. I also had to do my driving test twice in the UK before I got a full licence. I had my provisional license for God knows how long. Same in the U.S,.although it was easier there. Point is, they don't pay attention in Nigeria.

If you were ask to stop and check the convoy of a serving minister would you have done that? What is the guarantee that the drivers of other executive members have their licences? The problem is neither the drivers without licences but the way you think. Lets wait till another one happens, then we investigate the black box. Just as incompetent and clueless as this govt is, The driver was probably related to the minister and he hired him knowing fully well that he was not qualified, but simply because he knew him. Nepotism, favourism and tribalism is the bane of this govt. And you wonder if they could be this callous, careless and incompetent without even thinking of their personal safety, how do you think they will not do worse when it comes to the general masses. But again, why would a driver without a licence be driving a minister? Its simply because no road safety official would dare stop such vehicle to check the drivers particulars. It is very bad.

  27. Was the minister in the pilot car? cos most times in a convoy they are not. So how come he was over speeding if actually the pilot determines d speed of everyother cars in a convoy? If indeed he was, the minister would have called him to order, oburo ya?

  28. It is sad that a family has experienced such a loss. What I don't understand is those coming here to say stuff about the minister and his family's non usage of seat belt. How many of us use seat belts while in the backseat? Yet here we are castigating anothe . May the souls of the departed RIP. And may FRSC get it into their brains through their skulls that there is no way a boss will tell the driver to "hurry up" or "drive faster" that the driver, who doesn't want to loose his job, will not comply.

  29. My God, dis is a big fat lie!!!!geez, no one in authority in Nigeria can be trusted. A whole minister can't afford to pay a good mechanic to fix his tires well or what? Even wen ur tires are not fixed well, you'd know from the wobbly movement of the car.

    A whole minister will hire someone without valid license. They know a lot of Nigerians will believe anything, that's why they've come to feed us with this balderdash.

    The fact that they need to drop dis kind of falsehood makes me now start to believe that there's foul play here.

How sad.The only reason why there's a huge debate about this whole matter is because sadly,a prominent man has died.Poor people die on our roads EVERY DAY for reasons like bad roads,terrible emergency care,bad drivers,irresponsible FRSC and VIO officials,overspeeding government convoys...it's a huge mess.We need to stop looking for scapegoats and go back to the drawing board.

  31. You see why oyibos are more intelligent than us and their country more organized?? Their critical thinking skills!! Now let me educate some of you. I'm a student in USA. Most of my friends who have been driving for years in Nigeria failed the drivers test here, all getting their licenses on 3rd or even 4th trial of the road test.

    So I had a conversation with some white lady who works at the license office and she said, A license does not mean you are a GOOD driver as much as it means you are a SAFE driver. America issues licenses when they determine, through the test z that you are a careful driver who observes road signs, give pedestrians right of way, etc. The aim of the license is to determine how safe people are when you are on the road. So based on this criteria, even the 'best' Nigerian drivers will fail miserably. That you've been driving for 100yrs doesn't automatically make you a safe driver. And that Is why licenses are renewed, to make sure you are still SAFE. Same thing with licenses of doctors, nurses and pharmacists. The aim is to determine patient safety with you, not whether you graduated on top of your class or not. It's about safety!!!!

    Now this is a country where the roads are good, no potholes, no jams, no pits, no abandoned vehicles on the road. A country where cops parole and all, where seatbelt is compulsory, yet you don't DARE drive without license. It's not to punish you but to ensure the roads and citizens are SAFE whenever you are driving. FRSC has a long way to go.

If we have have good safe roads, these sort of things would not happen often......unfortunately it happened to a Minister this time, this however is what happens to ordinary citizens daily and the government does nothing about maintaining our roads.......Rather than looting money..... these ministers and presidents should try and fix the road,I bet the ministers and governors and presidents think it couldnt happen to them....they ignore doing and providing the basic human rights needs that every citizen needs....its sad to say o but maybe if more governors and more presidents and more ministers or their families died then these issues that the normal nigerian citizen goes through daily will be sorted. Just saying!!!
