    1. Never, until tank 1 is fill, tank 2 can't be full. Don't forget tank 1 is giving to 3 from the bottom, where as 2 is receiving from up.

    1. Yes. Looking at the position of the pipes distributing water. Some are located at the bottom of the tanks while some are located both up and down the tank. The 7th tank has its transfer pipes all at the top of the tank so water has to fill up completely to that top level of the pipes before it can distribute to the next one.

  12. tank 1 has 2 outlets: the upper outlet into 2 is disadvantaged cos b4 water rises to that level, tank 3 has already received...tank 3 has 2 outlets, again the upper outlet into tank 4 is disadvantaged while the lower outlet into tank 7 is advantaged....tank 7 has only one outlet and it is right at the top, therefore it has to first get full before it can discharge to tank 10. so tank 7 gets full first, out of all the tanks.

    7 is correct! all other answers should back up with explanation let us see

    for those saying 2, it can never be. for 2 to get any supply, tank 1 has to be be almost filled to the brim. however this may never happen because tank 1 is feeding tank 3 and the outlet is right at the bottom.
    also looks like tank 10 and 11 may never get filled up cos tank 7 cannot feed 10, the hose is at the tip of the tank
