God is omniscient and omnipresent. He is everywhere at the same time. That means, when we pray, He can hear us. Even if it's a whisper, He'll still hear us. He knows what we want even before we ask Him. Some believe that the more you shout, the better chances of your prayers being answered. Jesus is our perfect example, and we see from the raging storm, that while everyone panicked, He was asleep. When they woke Him up, He only said "Peace be still". And that was it!

He was at peace because his confidence was no longer in his ability to control the plan, but in the Planner Himself.
