Senate Proposes Jail Term and ₦300,000 Fine for Hospitals That Reject Emergency Patients

The Nigerian Senate has taken a strong step against hospitals that refuse or delay emergency care. On Wednesday, lawmakers advanced a bill that could send hospital operators to jail for up to six months or fine them ₦300,000 if they fail to treat emergency patients on time.

Senator Abdulaziz Musa Yar’Adua, who represents Katsina Central, sponsored the bill. It seeks to amend the National Health Act of 2014. The proposal has already passed second reading and been sent to the Senate Committee on Health for further work.
Under the bill, both public and private hospitals must:

• Assess every emergency patient within 15 minutes of arrival

• Begin basic stabilisation (oxygen, IV fluids, pain relief, and initial checks) within 30 minutes

• Carry out life-saving steps such as CPR, clearing airways, or stopping bleeding immediately when needed

• Complete referrals to other hospitals within three hours if they cannot handle the case

• Assign a bed within two hours if one is available

Hospitals would no longer be allowed to turn patients away because they cannot pay, lack a police report, or for any other reason. Healthcare workers involved in emergency care would also need regular training and certification every 18 months.
Senator Yar’Adua said the bill aims to stop preventable deaths caused by delays and rejection of patients in critical condition. Senate Whip Mohammed Monguno backed the proposal, noting that many people die from road accidents, childbirth complications, and other emergencies simply because hospitals refuse to act quickly.
The bill is not yet law. It still needs to pass further stages and receive presidential assent before it can take effect. Lawmakers also raised concerns about staff shortages, poor equipment, and inadequate funding in many hospitals.

  4. Very good. In addition, they ought to have provided a code for the hospital to call and report emergencies to government officials who can assist in paying the bills, should the patient not have the money to pay.

  5. Working in health sectors should be driven purely by passion to help suffering people and invalid. But people are now going to the field in droves because of money. That's why a lot of people in the profession doesn't show concerns for people suffering, which is really sad.

  9. Hmmmm. I don’t think we are ready for this conversation. When govt poorly funds hospitals. To even pay health workers properly is a problem. Then you expect first class treatment to everyone and anyone. Let’s be honest most of these private hospitals can’t even keep afloat. Running a hospital is like running a hotel the costs are crazy
Also note that some so called hospitals are clinics and not very specialised so obviously they can’t handle some specialised cases
See. This gist is long. And lawmakers should have a round table discussion with medical practitioners and find a way forward.
It’s all easier said than done
