Nigerian Senate Denies New Ban On Preaching Or Hawking In FRSC Amendment

The Senate says the ongoing amendment to the Federal Road Safety Commission (FRSC) Act does not introduce any new ban on preaching or hawking, but simply restates provisions that have existed for nearly two decades.


In a statement from the Directorate of Media and Public Affairs, the chamber notes public concerns but explains that Section 10(4) of the FRSC Act, 2007, and Regulation 220 of the National Road Traffic Regulations, 2012, already classify preaching and hawking in commercial vehicles as offences.

The same rule, originally listed as Item 36, now appears as Item 49 in the amended schedule.

The Senate stresses that the bill does not outlaw street preaching, insisting it is strictly about commuter safety and not an attempt to undermine religious activities.

It also clarifies that the amendment is not an initiative of Senate Leader Opeyemi Bamidele, but a concurrence bill first amended by the House of Representatives and now requiring Senate approval.
The chamber says the process is still ongoing and urges stakeholders to submit their concerns before the amendment is concluded.
