Stephen was captured on CCTV footage on July 5, 2026, driving Mrs. El-Rufai into the ICPC headquarters premises through a back entrance and escorting her to the restricted section where the former governor was held.
In a voluntary handwritten statement submitted to an internal investigation panel, Stephen admitted that he bypassed standard visitor clearance protocols and breached the commission's security guidelines.
According to his account, the meeting lasted about 15 minutes, during which time Mrs. El-Rufai handed her husband a document and spoke with him. Stephen also reportedly acknowledged assisting other individuals connected to the former governor to bypass entry procedures on previous occasions.
Former Governor Nasir El-Rufai has been in ICPC custody facing investigations regarding alleged money laundering and conversion of public property, which he has denied.
