You have the option of rating rides and riders and hailing apps need to make it easy for customers and riders alike to report anti social behaviour or criminality through that medium and immediately flag it with the company and authorities eg a direct phone line where with your login details and last ride, they are able to know who your last rider and passenger was and assist authorities with locating perpetrators.

Swift police work tracking the date the stolen items were wiped or their GPS location stamps or corroborating his rider app details with those of his victims will easily nail this animal and put him away for life.
