Reasons President Buhari Got Angry And Suspended RUGA Settlement Scheme

President Buhari was reportedly completely taken aback that the promoters of the controversial RUGA Settlement programme proceeded with the implementation of the scheme as opposed to the National Livestock Transformation Plan, NLTP, developed by the National Economic Council and approved by the Federal Government and on Tuesday evening he opted to suspend RUGA.







Insider sources explained that the President on hearing about the RUGA matter first expressed surprise about the programme, and then anger on finding that it was different from the NLTP which NEC and the FG had agreed on.

The president then ordered a swift review of what RUGA was about and sought clarifications on its connection with the NLTP. The Vice President Prof. Yemi Osinbajo, according to sources had also strongly resisted the RUGA plan, arguing that it made nonsense of the NLTP, a very deliberate and elaborate plan developed by NEC, under his watch, and a plan which the FG had okayed.

When news about RUGA broke, it immediately raised widespread controversy as State Governors and other interests expressed surprise and a consternation regarding how it was developed and the fact that there were no consultations with States, especially regarding land, which according to the law are vested in the Governors.

The President was annoyed that the plan, promoted by senior officials in the Federal Ministry of Agriculture and other FG officials, purports to use gazetted lands in the States for the purposes of building RUGA settlements without carrying along the States, creating a wrong impression that the FG was trying to take over land belonging to States and the people in those States.

There was visible panic in the Villa on Monday when senior officials in the President’s office were trying to get information about RUGA and its connection to the NLTP.

The President later discovered that not only was RUGA not under the VP, but that the programme was not aligned to the NLTP. He then ordered a suspension Tuesday afternoon.

It was also discovered that the contract sums allocated for various aspects of the RUGA programme, were heavily overpriced, and incurred the wrath of the President. For instance purchases of solar panels were put at tens of million Naira each, while boreholes were also to be procured at an average cost of N20m each.

The Vice President had been publicly drawn into the fray last Friday when the Secretary of the MACBAN, Baba Uthman Ngelzarma claimed on a TV interview that the RUGA was being supervised by the Office of the VP.

An apparently angry VP same day issued what was seen as a disclaimer, disclosing that his office was not supervising RUGA and explained that the NLTP is a different programme altogether.

      I have a neighbor who lived amongst fulanis, and my curiosity about people places made me ask him and he never said anything good about them. Infact he said Thank God for saving me from those people.

Who then did informed Nigerians that 11 states have indicated interest and 11billion mapped out for them? These people know what they are doing. They were trying to test the water but got shocked that Nigerians vehemently resisted their tricks.

    Now, I want to ask some questions here. If Buhari is claiming ignorant along side Osibanjo, who then authorised the said would be 11billion naira to state that have accepted the Ruga settlement? Secondly, didn't the governor of Plateau state openly said he met with Mr President and that his state has indicated interest which led to widespread protest at the Jos government house by the people of Plateau against their governor? Thirdly, is the president telling us some criminal element have hijack his government? If that be the case, then he isn't qualified to still remain in that office. Fourthly, If the old man is claiming ignorant of Ruga, why the suspension and not outright cancellation? Does he think we are fools without brain? Or cattle rearer in Daura?

    These people are bunch of disappointment to anything truth, so I won't expect them to say something different like they have just done. Why the ultimatum of 30days from the northern coalitions for the presidency to rescind the suspension if they aren't aware of it? This shows it was planned by all of them long before now.

    If you knew nothing about it as you claim, why have you not given directive for the Fulani Myatta allah or whatever they call themselves to be arrested for threatening the Peace and stability of this country because of the suspension of #RUGA. Why are they insisting that it was a sort of Agreement between them and the Federal Government (which is you by the way) to bring lasting peace between the Fulani Heardsmen and Farmers all over the federation. Buhari you are a pathological liar, first you set one of your stooges in the person Laloung to say that it was the initiative of the Goodluck Jonathan government which they came out and set the record straight.   16. "My attention has been drawn to a broadcast by Abdul Azeez Suleman, speaking for a Coalition of Northern Groups in which he had the audacity to give the federal government an ultimatum of 30 days to rescind its decision on the suspension of its Ruga settlements policy.

    “Abdul went further to threaten the expulsion of southerners resident in the North at the expiration of his dateline if the federal government does not rescind its suspension decision.

    “This irresponsible, unlawful and provocative outburst reminds me of the quit notice from northern youths two years ago.

    “Ohanaeze insists that the Ruga policy is an Islamisation and Fulanisation policy. It is a violation of our constitution and Supreme Court decisions on the Land Use Act. Its suspension without cancellation leaves the federal government still in violation of our laws.

    “The threat to evict law abiding Nigerians from their places of abode in Northern Nigeria is treasonable and obviously like the gun trotting herdsmen will go unnoticed by our federally-controlled law enforcement agencies.

    “Let Abdul, the federal government and others like them take notice that Ohanaeze has no objections to all Igbo in the North returning home so long as all northerners in the East leave the East and we dismantle the federal structure imposed on us by the military and return to autonomous federating units.

    “The nepotism exhibited by this federal government, her duplicity of standards in law enforcement, her undisguised Fulanisation policy is repugnant to rule of law and good governance. We will no longer tolerate any further threats from these northern war mongers.

    “After all, who should be the aggrieved under the circumstance? The millipede that has been marched is whimpering, but the person that marched it is complaining that his foot has been soiled.

    “The South that is bearing the yoke of oppression from cattle herders are trying their best to co-exist with their aggressors, yet it is the aggressors that are threatening further mayhem. This cannot be. I call on all Igbo to be ready to defend themselves; enough of these threats!”

My view in this whole Fulanisation or Islamising Nigeria is for my people "Ndi Igbo" to develop their states and do buisness here instead of being at the mercy of the hausa/fulanis who have known that the igbos don't like living in their home states. Does Alhaji Dangote have any buisness in any eastern states? The earlier we begin to love ourselves much the better but am not saying you shouldn't go to the north but that we can build ourselves in our place. Enough of maltreatment from northerners please.
