I think the boy is truly Ned son. I also suspect Ned abandoned him and his mother, so naturally the boy is angry, hence trolling Regina. I also think Ned got him arrested becos the boy was becoming a nuisance and threatening his wife Regina also. I mean, if you can abandon your son, why can't you arrest his ass?
