Gov Ben Ayade Of Cross River Presents N1.1 Trillion Budget For 2020 Tagged “Budget Of Olimpotic Meristemasis”

Governor Ben Ayade of Cross River State has presented an appropriation bill of one trillion, one hundred billion, one hundred and sixty seven million, five hundred and seven thousand naira, nine kobo, for the 2020 fiscal year.

Presenting the budget tagged “Budget of Olimpotic Meristemasis” on Thursday, the budget has at its capital expenditure N911 billion representing 82.8 percent of the budget and a recurrent expenditure of N188 billion, representing 17.2 percent of the budget.

Ayade described the budget as one that is anchored on a belief “in the spiritual force which is the third energy.”

While explaining that meristemasis is the active cell that stimulates growth in a young plant, which in this case represents the state, he pointed out that, the budget will catalyze into existence a great opportunity for us all to put our hands and legs on the pedal and fill it off.”

He said the decision to allocate 82.8 percent of the budget to capital expenditure, was indicative of our aggressive commitment that will continue to reduce recurrent expenditure and focus on capital expenditure.

On the sectoral breakdown as captured by the appropriation bill, Ayade disclosed that the health sector will gulp N44 billion, education N38 billion, new city development N35 billion while agriculture will get N22 billion and social housing to gulp N12 billion, among others.

The governor announced plans to set up anti-tax agents to ensure that the tax policy of his administration is sustained as he will not like to tax the needy to prosperity.

“All low income earning people, civil servants earning below N100 thousand will be exempted from tax,” Ayade said, adding that, “small scale businesses like barbing saloons, hair dressing and other surviving agencies are hereby exempted from taxation.”

He also abolished the daily payments of N500 to N1000 levies by taxis plying the state, noting that they will now pay N2,000 only every month.

On the size of the budget, the governor said: “We must come to the understanding that indeed any state whose budget is driven by the envelope size is limited in vision.

“There are two ways in business and public sector management that you derive your budget. It is either that your budget comes as an expression of your envelope size or as an expression of your ambition.

“The prosperity agenda set for this state does not allow me the opportunity of an envelope budgeting. Our budget prescribes the actual cost element while the intellectual financing shuns the cost because the ambition so expressed allows us the latitude to drive with to ensure that we guarantee that all aspects of the budget so provided are driven.”

  2. The question should be, how does he plan to enforce the reduction of levies collected by the transport thugs from the taxi men? I ask because these thugs are used to the daily free money and won't let this intention of his stand.

    Also he should trying to use English to confuse his citizens,the budget size is super ridiculous and it means more borrowing for the state which is already in serious debt.

    His plans for the small businesses and low income earners is understandable but, budgeting such a huge amount of money for just one fiscal year is quite alarming.

    The government is not for the people but for themselves.
    Let's see how much of these monies will be sent to the targeted bodies.

  8. Audio things, chai! I expected to see so much in calabar because of the things I see on television ; the mechanised farming systems, industrialisation and all what's not. I actually thought this governor was working alas! When I travelled to Calabar and passed the alleged farm, my heart sank. Even before I got to these places I was disappointed by the roads, I knew I was going to be disappointed, but disappointing was an understatement. Nigeria's leadership is only concerned about a majority party in government where they can take in all the resources for the party's interest and nothing about governance. Selfish interest they dont give a damn about anyone or anything.

    Formally, they reduced governance to roads and water, now they just have nothing to offer, their manifesto says nothing about goverance but party fights stinging and inciting comments of partisan party politics, exhibition of the deadliest killers amongst political parties. When they are finally in power, they have total disregard and high levels of impunity and nepotism in dealings with the governed whilst fuelling dissatisfaction from their predecessors or sycophancy of their predecessors(if from the same politic party) and celebration of mediocrity and incompetence.

    They spend monies to organise seminars to showcase what they have done and give awards everytime. They bring in foreign associates to boost their credibility to deceive the public. It's just a show of shame of course that they lack(shame).

    Nigerians are just individuals meeting their needs with no meaningful input from the government.

    Hope this would not be classified as hate speech.

  13. That man is the real 'clueless'. Cross River only makes about 60billion in revenue yearly and has a budget of 1.1trillion. Is there no one that can question him on the success of previous budgets?
