FG Says COVID-19 Donations To Be Used To Fund Supplementary Budget

The ministry of finance says the federal government will be using private sector COVID-19 donations to fund a 2020 supplementary budget.





The office of the accountant-general of the federation, via a new framework seen by TheCable.ng, said “in addition to the main CACOVID Fund Account with CBN,” President Muhammadu Buhari has “approved the opening of five COVID-19 Donor Accounts”.


The accounts, which will be opened with Zenith Bank, Access Bank, Guarantee Trust Bank, UBA; and First Bank, will be subject to “existing TSA arrangement” and the donations will be used go find a 2020 supplementary budget.

  2. I have concluded that the so-called "Organised Private Sector" is also part of our problems. Is it tenable that donors pooled money into CACOVID-I9 account without conditions? But why would they, when they are direct beneficiaries of government's patronage.
    So I get. It's a circle, a game of reciprocity that leaves the poor, hungry masses on the sidelines.
    What happened to the IMF loan and internal borrowing the government has secured or about to secure?

    3. The government cannot spend the donated money except it is budgeted for and approved by the national assembly. Some of you are just too ignorant.

      It's like your friend, neighbour , colleague gifts your son money. The money belongs to your son but he can't spend the money without your approval. You may even get angry and punish him if he uses the money without your consent.

      The money was gifted to the federal government but presidency needs the approval of the national assembly before the money can spent.

      @Alexander, that's correct the Executive can only spend what is appropriated by the NA. And since the Appropriations Act 2020 has been passed, it's only reasonable for a supplementary budget to reflect the new streams of income and projected expenditure.

      My own intervention is on government to give cash palliatives to vulnerable Nigerians in the supplementary budget, and not just to fill up the spaces with consultancy fee, fueling, pick-up vans. etc.

    6. Three Senior Advocates of Nigeria, Sebastine Hon, Femi Falana and Dayo Akinlaja have said President Muhammadu Buhari does not need the approval of the National Assembly to disburse funds donated to the federal government by the private sector.

      In separate interviews, the senior lawyers said the power of the National Assembly over appropriation was explicitly limited to public fund by the combined effect of sections 59, 80 and 81 of the 1999 Constitution.

      The question remains, why would the FG propose to use PRIVATE donations to finance supplementary budget? Was there any agreement to pass it through the tedious budgeting process for accountability purposes?

    My COVID-19 donations are going straight to my nanny that has never left my side since this pandemic came, to help her people, as well as other people around me that their sources of income have been adversely affected.

    So in their mind covid19 hasn't done enough bad to the poor masses so no need to spend the donated funds on th poor masses, but it will be good for the supplementary budget which them all greedy ass politicians and their partners in crime from the private sectors are still going to put into their pockets ...yeah right,no hope for the poor masses.

  17. I knew these donations would end in the polithiefcians pocket. They have been eyeing it since it started rolling in and I don't name them.
    I blame all the banks that could not share money to their customers and gave it to FG, I blame all Telecom company that could not share airtime and data to their subscribers and gave money to FG. If these donations didn't come in where would they have gotten money to run their useless budget that doesn't benefit the masses?
    The loan from IMF what is that meant for?
    Abacha loot (that has become asset according to Malami) what is that meant for? FG una well-done..

  19. If this is true, seeing the callous way our govt is handling Covid19 in Nigeria, one would think that Covid19 is a scam in Nigeria and the government know something we don’t.
    Is it their plan to scare us with this Covid19 increase in cases and deaths till we start begging for the “ TRIAL” vaccines they have been bribed to try out on Nigerians as lab rats.
    Yesterday in the north, able bodied men claiming to be Covid19 patients were protesting.
    Same Covid19 patients in other parts of the world that complain of fatigues, pain and short breath and even in South America, Covid19 dead bodies were littered on the streets, the same Covid19 patients were shouting out their LUNGS in protest in the Northern Nigeria?
