The one they did in Akwa Ibom during the lockdown,I saw on the television how bags of rice,garri,beans and flout were being loaded into trucks to the various villages but what few individuals at the collection centres got were 2cups each of rice,beans and garri. No one got flour.

I doubt if what you saw actually contain flour, Nigerians use those sack to package other products.
