  6. Telling them to leave the state is a lost battle and dead on arrival.
    I believe, there are ways you can engage them.
    Your state/region is known for Agriculture, invest massively in Agriculture and make use of these Almagiris as labour, feed them and pay them stipend for there input, this will not stop them from learning Quran. I do not see this as child labour, it is one of the options in taking them off the street.
