Is it the legacy of an economy left in distress, rising poverty, and weakened purchasing power? Is it the legacy of perceived nepotism in key national appointments? Or is it the legacy of a government that appeared, at times, more sympathetic toward bandits and terrorists than firm in protecting its citizens?
