President Tinubu Orders 5‑Year National Security Threat Assessment And Defence Plan

President Bola Ahmed Tinubu has directed the immediate preparation of a comprehensive National Threat Assessment and a rolling five‑year Strategic Defence Operations Plan to improve coordination across Nigeria’s defence, intelligence and security agencies.


The President gave the order during the Federal Executive Council meeting in Abuja, stressing that Nigeria needs a unified framework to tackle evolving security threats.
His Special Adviser on Homeland Security, Major General Adeyinka A. Famadewa, will coordinate the 11‑man committee responsible for drafting the plan, which includes the NSA Nuhu Ribadu, Defence Minister Christopher Musa, Minister of State Bello Matawalle, the service chiefs, and the heads of DSS and NIA.

Tinubu said recent security successes, including the rescue of abducted pupils and teachers in Oyo State, show what is possible when agencies work together with clear objectives and shared intelligence.

He noted that operational decisions are currently made in isolation, without a national threat assessment or medium‑term plan, making coordination difficult and slowing resource deployment.

The new assessment will identify Nigeria’s major threats and set clear operational objectives, while the defence plan will outline priorities, capability gaps, equipment needs and an implementation timetable.

The committee has 90 days to submit both documents for presidential approval. Once approved, the plan will guide military operations and shape a multi‑year defence expenditure and procurement strategy to ensure resources are directed toward critical national security needs.

The President also instructed the SGF and the Office of the NSA to take immediate steps to implement the directive.
