DeleteDepends on the organization's code of dressing. In my school, off shoulder is frowned upon. Maybe they don't like the fact that she's wearing a native attire or because it's cold shoulder.

DeleteYour too casually dress. I'm confused myself if it's a blouse or a shirt the top half of your gown was meant to be. Whoever choose this style needs a revamp. Very ugly dress. By the way, when I went to the National assembly, I wore a short coperate gown with a slit behind and paired with a black heel. Nobody stopped me because I was very chic and classy and a driver was sent to pick me up from the gate. This your dress is too shabby.
