On Thursday, January 23, 2026, Minister of Power Adebayo Adelabu gave a strong warning during an inspection of new smart meters in Lagos.
He said electricity distribution companies (DisCos) and their installers are now banned from collecting any money from customers for meters. Anyone caught demanding payment will face prosecution.
These meters come from government programs, including support from the World Bank under the Distribution Sector Recovery Programme. The plan is to give them out free and install them at no cost to end the long standing problem of estimated billing.
Adelabu put it plainly: "Nobody should collect money from any consumer. It is an illegality. It is an offence for officials of distribution companies or installers to request even a dime before installation."
He stressed that this applies everywhere, and the government is serious about enforcement. They want confirmed cases so action can be taken quickly to serve as a warning to others.

The transformer on my street is carrying so much load, the light is always fluctuating and acting up. We are tired of fixing it. Some years ago they brought a transformer but one man refused them to put it near his property, so they left with it.
Now we requested for transformer and we are being asked to pay, there is a lot of back and forth, some people don't mind paying, most people say it should be free.
