NYSC Exemption Brouhaha And Former Minister Kemi Adeosun As Example...

Lets discuss what happened to former Finance Minister Kemi Adeosun because I believe a lot of people have also submitted FAKE exemption certificates and are presently wondering what to do before they are ''Outted''.

What qualifies one to be exempted from the Mandatory National Youth service corps?
Why was the former Minister not eligible for exemption?what happens when one is genuinely exempted but with a fake certificate?

What happens when one is not exempted but has a genuine exemption certificate?

Should the NYSC be scrapped? Not worth it?
What do you think should be the fate of the former Minister?
Lets discuss!!!

  1. If you pass the mandatory age which I know is 30 years

You have to get an exemption certificate except you feel like doing it when you know you are more than 30 years ow

    1. If you are over 30 when you graduate then you are ineligible.

    2. She is correct you can choose to serve when over 30 or get an exemption. There is a Corper in my office over 30 but she choose to serve

It’s only compulsory when under 30

    4. U dont have an option of choosing to serve when u are over 30 when u graduate. In fact this days l learnt Nysc uses ur age as at waec to mobilize. Don't know aw true dat is.

  2. Good that one can owe up to a mistake and resign but she should be probed and face the consequences of her actions as per the fake certificate and her duty as a minister with some financial recklessness

  3. The NYSC was a great experience for me. I am from Imo State, graduated from Unilag and live in Lagos. I was posted to Adamawa State in 2008. Then, there was no Boko Haram though. You can be exempted if you are above 30 or studied part-time. If you want to work in Nigeria, you must present it. Since she was not patient enough to get an original exemption certificate, she should face whatever the law proposes. Sebi she dey chant fpreign investors look up to her on integrity of the capital market when Gwarzo had issues with Oando? What is good for the goose is also good for the gander.

  4. She knew what she was doing. If you graduate from university at under 30 you must serve if you want a position in power, work in the civil service and even for some contracts in Ministries (state and federal.) The exemption kicks in if you graduated at 30 and above. She graduated at under 30 that makes her ineligible. Her records are there for you to check especially since she schooled in the U.K.

A fake certificate is a fake certificate. Exemption certificates are easy to get from NYSC in Abuja. I know people who have it. That’s why I said she knew what she was doing.

If you are not exempted and you have a genuine certificate? What does that even mean? Is it possible?

I have always said the NYSC has outlived it’s usefullness and should be scrapped. It’s a waste of money. A lot is embezzled at the top and allowi is free money. It pains me when people die travelling for NYSC or die in areas where there are terrorists.

She will find another job, definitely in the U.K. and in Nigeria, especially if the company doesn’t need an NYSC certificate or exemption like the one she worked in before getting her job as a Commissioner in Ogun. She will be fine. The money she made will make her happy.

You know who did her in right? She went to play politics but didn’t learn how to play politics.

    1. Thank you Chiamaka. This is the best comment, not the mixed up comments up there. It is one of the reasons the woman got into trouble. She got misinformed. Anyone who wants to start conversation on this Stella’s post should start it from the NYSC provisions as posted above.

I understand her predicament. I mean, the case for many Nigerians who were born or studied abroad and started working there before returning or moving to Nigeria.
For example, all my higher education: bachelors, master’s and my on-going PhD program were and is at foreign universities. I finished my bachelors and master’s before clocking 30. Then I went ahead to pursue my PhD. By the time I am done, I would be over 30 (I’m presently over 30). With all these certifications, I decide to come back to Nigeria, i’m required to serve for one year. I don’t even know where I would be posted to. This will be very heavy on me. Like spend one full year for service? So I wouldn’t want to get into such a mix by not getting any public job in Nigeria. Maybe I would be pressed to not return to Nigeria because of this. I feel, people in this category should get some exemption. I’m not trying to pull myself out of this or think that I am better than the people who served and are serving. I’m just trying to make sense out of such a complex situation to be in. I know I would have served if I had done my first degree in Nigeria, no doubt. Or did my first degree abroad and come back home for service after that.
I think the NYSC has not outlived it’s usefulness. It is the only medium, for now, where many graduates get small change and keep themselves busy. Many graduates get jobs through NYSC or learn a lot about future plans, meeting and learning cultures of other people. Imagine that you have to start looking for job immediately after graduation, we will see so much sufferings. For some people, they are able to start small businesses with their alawees even if it is not much. This is my small take.

    2. Both Chiamaka and 18:26...your comments are reasonable.

    3. @18:26 my sentiments exactly. Future hubby plans to move back and I would obviously be moving as well. Im just so concerned about working as all my degrees were obtained abroad. I agree there should be some sort of exemptions for foreigners or at least if you've passed a certain age after graduation ie: say you graduated at 21 but did not return to the country until 30. At that point it should be waived, no? I guess one would have to start their own business or work in a private sector.

  7. There are many odds against the Minister in this brouhaha.

    1. According to the NYSC Act; you can be Exempted if
1 You are above 30 as at the time of graduation. Your school's Notification of Result or Main Result duly stamped by the Chancellor has the date.
    /
When you eventually make yourself available for the Scheme and you are 50years? You must serve. That explains why you meet some Papeys and Mammas on ground at the Orientation Camp. Many disappear after the 3 weeks orientation camp back to their jobs or base in Europe or America. They are redeployed and asked to go home, on passing out they collect their Certs or immediately but first, you must make yourself available for mobilisation.

    2. If you work for any of the Military or Intelligence Agencies. You will not serve. NYSC is a Para Military under them.
    /
Oga no dey serve Masters. At all.
And this is only if you've been in service up to full 10months of a calendar. Not inter periods.

    3. If you suffer a certain ailment.
    They are listed.
    /
Probably leukaemia or blood related disease or a heart condition.
I came with big Doctor's report for my heart. Iyaa. Dem no gree though it was made easy sha. No strenuous exercises and no endurance trek. I still served.

    4. The NYSC Cert you are issued on passing out or as an exemption letter has a number written at the back with a certain stencil. Solid Pencil. That is your computerized number under NUC (Nigerian Universities Commission) or a Poly as the case may be. On their website, your number is permanent.

    5. If you hold a National Honour or an International Award for the Advancement of Nigeria as an Entity.
    /
Davido holds many International awards and Awards,he is permitted to proceed, to add more feathers and collect the Cert later.
2 of my brothers didn't serve they went for Mobilisation with their International Awards from UK schools. It could be sports, arts or entertainment. Whichever, you are treated as Whizkid and exempted.
They were asked to proceed for their Masters.

For Kemi Adeosun, UK born, she was already 34 when she birthed here in 2011 for an appointment in the Ogun State Civil Service but facts have emerged that she was employed as an "expatriate" and paid as such.
If you are Nigerian and your company employs you from England and redeployed you for a certain job in Nigeria. You don't need an NYSC Cert.
Now down to 2016 when she got employed by the Federal government, she must have the Cert to be under the employ of the Federal Civil Service. That was where her wahala started.

Sen Saraki is also UK born but he came back to serve before 30. His Dad knew better Politics-wise.
This is why Popsie insisted that my older siblings must come here and serve. They all did, the only problem was for the ladies as you berth for NYSC some families will hold meeting and come marry you off. Hahahahahaha.
    Sorry for the digression.

If Kemi had knowledgeable people with civil service experience around her they would have seen the fake cert and all the errors, she would have known the implication of submitting such an awkward document.

The Senate Committee on Approval of New Ministers onto the Cabinet spotted it years back. Complained and it all ended in blackmailing(s). The 10bn in dispute was basically to shut her up by the Senators and bringing her previous career profile is balderdash because she has no case to answer to NYSC on those, PriceWater Coopers, Chapel Hill Denman and the rest, she was employed as an expatriate. Shikena.

My only question is Our dear Kemi Adeosun has resigned. When is the Director of DSS resigning because he stamped in her file prior to her current appointment as "Certified True Copy?"
    We dey wait o.

When the Court rules on October 6th she will appeal, then pay a certain stipulated FINE and that will be it.
All those dreaming of her going to jail should go and nyarsh down.

This quote above sums everything up. I was reading some exchanges between Teejay and others. That ignorant guy is saying Kemi should not have been allowed to travel. This is so dumb. He doesn’t even know or understand what the case is about. He typed nonsense there. I don’t get how he is so misinformed yet post comments with pride. Then call himself popular. To forge certificate is a crime, but it does not limit your movement within and out of the country. It is a crime that fines could be paid for. Not arrested an imprisoned as they ignorantly think. We really have so much olodos in Nigeria. Everyone just posting comments without thinking. Stella put this up here for nice discussion and engagement but some people are still posting comments that make no sense at all.

    2. 18:39 just seeing your comment now. I came late on this post but would advise you to be constructive when countering peoples opinion next time and don't be rude.

For your information, foggery is a jailable offence. Below is a report from Premium times I will copy for your understanding.

James Lebi-Ayodele, who worked at the Office of the Auditor General of the Federation, was convicted by an FCT High Court in Jabi in July and sentenced to two years in prison without an option of fine for forging the Institute of Chartered Accountant of Nigeria certificate.
According to a report in Vanguard, the judge, Yusuf Halilu, said the convict would have risen to the position of the Auditor General of the Federation with a forged certificate in the future if the forgery had not been detected.
The judge also ordered Mr Lebi-Ayodele to pay ₦100, 000 in restitution.

      Delete
    3. The Independent Corrupt Practices and Other Related Offences Commission (ICPC) acted swiftly in the case of Mr Lebi-Ayodele, arraigning him on three counts of forgery, being in possession of a forged document, and giving false information.
In sentencing the convict, the judge said it would serve as lesson to those who procure fake certificates and those who intend to engage in such act in the future.
“The convict knew full well that he never had ICAN certificate,” the judge said.
“He forged the certificate and eventually got elevated from executive officer to a senior auditor in a country where securing government employment is a huge challenge, and with the army of graduates who have truly earned better certificate but (have) remained unemployed.
“Government should scrutinise all employees in her payroll to ensure only those who deserve to be gainfully employed are employed. The convict shall serve his term in Keffi Prison.”

    4. Another example can be seen in Vanguard 2016 how a man was sentence for three weeks over foggery.

Abuja – A Gudu Upper Area Court, Abuja, on Wednesday sentenced a 24-year-old man, Ebi Valentine to three weeks imprisonment for certificate forgery.

Valentine, of Ekeremor Local Government Area of Bayelsa, had pleaded guilty to a one-count charge of certificate forgery.

      Delete
    5. Finally another example is Former President OBJ inlaw who was sent to prison for foggery. The cable news put it this way;

A Lagos state special offences court on Thursday remanded John Abebe, a businessman, in prison for allegedly forging a document belonging to an oil company.

Mojisola Dada, the judge, ordered that the suspect be kept in Ikoyi Prison till August 2, the next adjourned date, for Uche Nwokedi to file an application for Abebe’s bail.

The Economic and Financial Crimes Commission (EFCC) arraigned Abebe, a younger brother of Stella Obasanjo, former first lady, on four counts before the judge.

    6. Please spell forgery correctly. It is FORGERY not FOGGERY. You are a graduate. The same mistake all over. Where is that political anonymous fellow. Come here o. Teejay is here. Come help us answer some questions. He has copied and pasted again.

      Delete
    7. Thanks for the correction @20:56. So you can't dispute my rejoinder yourself hahahaha... The truth is glaring that the issues of forgery didn't start today, and many persons were sentenced to jail over it as you can see above. Go to Google you will see so lot of forgery cases that end up in jail sentence. I am not saying she should go to jail as people are misquoting, rather I said there should be a punishment for that act as to set a good precedent to others who might want to involve in such act.

      Delete
    8. Let's go to the constitution while waiting for your political anonymous friend.

Section 467 provides the Punishment for forgery in general thus “ Any person who forges any document, writing, or seal, is guilty of an offence which, unless otherwise stated ,is a felony, and he is liable ,if no other punishment is provided, to imprisonment for three years.
Under the same Section 467, when the thing forged is a public seal, the offender is liable to imprisonment for life. (Section 467(1) (a) and (b).
If the thing forged includes securities, titles, register, etc. the offender is liable to imprisonment for fourteen years. If the thing forged are documents relating to revenue and acts of States, etc., the offender is liable to imprisonment for fourteen years.
If the thing forged includes Courts seals, records, process, evidence ,e.t.c the offender is liable for imprisonment for seven years.
Thus, under the Criminal Code Act, the punishment for forgery could range between 3 years,14 years or life imprisonment depending on the thing forged.

      Delete
    9. It is immaterial whether the false document or writing, or counterfeit seal was made in Nigeria or elsewhere.
The term “fraudulently” means an intention that the thing in question shall be used or acted upon as genuine, whether in Nigeria or elsewhere, to the prejudice of some person, whether a particular person or not, or that some person whether a particular person, or not, shall, in the belief that the thing in question is genuine, be induced to do or refrain from doing some act, whether in Nigeria or elsewhere.

      Delete
    10. Also speaking, constitutional lawyer Mike Ozekhome (SAN) said, “There are adequate laws to punish for these offences, but they’ve never been enforced. The reason is that those to enforce them are themselves guilty of involvement in this despicable crimel.”
He said both the Criminal and Penal Codes that apply in the southern and northern parts of Nigeria prohibit forgery, citing Sections 463 of the Criminal Code which provides for three years imprisonment for forgery while sections 362 to 364 of the Penal Code deal with forgery with punishment of up to 14 years imprisonment with option of fine or both.
“It becomes life imprisonment if, amongst others, the thing forged purports to be a document which is evidence of title to public debt of Nigeria or a state, or of another country, or forges a document that purports to be a debt of Nigeria, or signature of the president or governor of a state,” he said.

      Delete
    11. With this I will rest my case.
      Penal code:

      465. Whoever commits forgery shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both.

  8. I graduated at 29 and you know how hard it is to get a place for internship. By the time I finished my internship, I was 31. Mind you that for you as a healthcare professional to be mobilized for nysc, you must complete internship and obtain a provisional registration. So I applied for exemption based on the fact that "was above 30 when I completed my training". I was denied that exemption. Them carry me throway for inside desert for the north and boko nearly chop off my head: I narrowly escaped. It was one of the most hurtful and unjust experiences of the life.

Now, this woman called Adeosun, graduated in her early twenties, and "relocated to NIgeria" at 34. As long as she wanted to work in Nigeria, she was obliged to serve. She shouldn't even have applied for exemption; no basis for it. It was simple; under 30 at graduation.
So to come and say she "did not know that the exemption letter she was given was fake" is quite absurd. Let me ask; if a car dealer bought a Lamborghini for 100k naira and them come catch am, will the law excuse him that he did not know that it was stolen?

Double standard law has been the case in Nigeria. Even if the woman gets a 'genuine exemption certificate", it is still illegal being that she avoided service when she should do it.

    1. What NYSC needs is the time you graduated which was when you were 29 years, the time you finished internship is not relevant.

For Adeosun, she became a Nigerian at 34, hence, she can't serve at that age again

  10. Kemi Adeosun’s resignation is the trending gist on air. I feel her pains. I feel bad when I see young people criticizing her and not learning the critical lessons that led to her forgery of NYSC certificate.
In her resignation letter, she stated how she trusted some few elders who got her the NYSC certificate which she never knew it was fake.
Getting exempted NYSC certificate was a joint responsibility between Kemi, her family members and maybe friends. Going to get the certificate was also a responsibility she shouldered on few people.
But when it turns to be a fake certificate, no one bear the shame than Kemi. No one, not even a family member, came out to say we took the decision together. And this is the lesson for me.
The lesson there for me is that there are some responsibility that you should never place on anyone to bear for you. There are some decisions you should never allow anyone to make for you.
Human being will always ask you to do this. Do that. Go for this. Go for that. When you say no, they wish you bad. When you say yes, they are happy. But when the outcome of their decision turn against you, they will stand afar from you and the consequences will be yours sincerely.
I know you don’t have the power to do everything, at all time, by yourself. But learn to be vigilant in assigning some responsibilities and allowing anyone to take critical decisions for you.
Theirs is opinion. Yours is decision.
I hope we will learn from this. As for Kemi, I’m sure she should have learned her lessons. I pray she bounce back stronger and better. I wish her a fulfilling career.

How many people pre-2014 could confirm that their driver's license was genuine? Post-2014, how many of us actually took a driving test and wrote exams? How many institutions in Nigeria deal with probity? The system here can mess anybody up..that was part of the rot this government was cleaning. So, whoever did this has achieved the aim. She has resigned, and gone to places where her skills will be better appreciated. Let's leave it be!
