PDP Presidential Candidate Atiku Promises To Pardon Treasury Looters

In a town hall meeting tagged: ‘’The Candidates”, organised by the MacArthur Foundation in collaboration with NTA and DARIA media on Wednesday in Abuja,
The Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, said he would consider pardon for corruption suspects in order to help recover billions of dollars stashed abroad by the country’s politicians and government officials.







In Abubakar’s view, his amnesty programme would encourage looters to voluntarily return some of the stolen funds badly needed to fund infrastructure investment and recommended sanctions for election rigging.

Atiku also said that his government would be willing to investigate the military top commanders as a way of tackling the Boko Haram insurgency in the North-East, if elected.

“We cannot continue to accept that kind of situation whereby commanders lose lives, lose equipment to terrorists and then nothing happens to them,’’ he said.


The PDP presidential candidate also said that he would be willing to investigate the report of Amnesty International indicting the military on allegations of genocide.

He stressed the need for government to invest more in education and health sectors as well as to bring in more private investors to compliment governments programmes in the health sector.

He said that if re-elected he would resend a bill to the National Assembly to prosecute any government official at any level that mismanaged education funds.

Asked if he would accept the outcome of the forthcoming presidential election if he lost, Abubakar said he would only do so if the election was credible”

Atiku also dismissed allegation that he used his position in the Nigerian Customs Service to enrich himself.

He also refuted allegations that one of his wives had a case of money laundering to face in the United States of America, and could therefore, not travel abroad since the allegation.

On the issue of farmers and herdsmen clashes, Abubakar said there was need to enlighten the herders on feeding lots.

“There is need for extensive public sensitisation of these herders to adopt this solution to minimize this crisis,’’ adding that this would not only reduce the crises, as it would also increase their income.

On the allegation that he paid less tax, Abubakar said what he paid was his personal income tax, while his companies paid their taxes also to government.

    5. HOW ATIKU MADE NIGERIANS JOBLESS

      A. NigerDock is the largest ship fabrication yard in West Africa sub region. When it was sold, its Ex-MD Engr. Nkpubre Okon, openly stated how "Mr Job Creator" ignored the Transport Ministry then to Open bid for NigerDock.

      Atiku's preferred bidder, 'Global Energy' that agreed to increase NigerDock's workforce from 4,800 to 6,000 as part of privatization agreement dismissed 2,200 immediately it took ownership. Jagal Group that took over after Global Energy lost out on power play also sacked 1,400.

      B. Nigeria Port Authority reform was purely contrived to grab landed properties. 10,000 workers were sacked & 133 bids opened for NPA properties consisting of 68 properties in Apapa, 28 houses in Ikoyi. The highest reserves bid was for a property in Ikoyi fixed at N390.4 Million.

      C. NIGERIA RAILWAY
      Did Atiku forget how 7000 railway workers were sacked in 2005 without compensation to reduce its workforce to 6,300? Another 1,260 were fired in 2006. When ATIKU and his Headmaster were leaving in 2007, they left ~N5 Billion in unpaid Railway pension arrears.

      D. FEDERAL SECRETARIAT IKOYI
      In 2006, Babalakin's Resort Ltd acquired this 15 storeys prime asset overgrown with weeds from atiku and OBJ through a Development Lease Agreement (DLA) for N7.2Billion. A Court has asked Buhari to pay N54 Billion to Babalakin for that blunder.

      The DLA, dated October 10, 2006, granted Babalakin Resort Ltd a 99-years lease to redevelop the Federal Secretariat complex, that OBJ & ATIKU had abandoned for 7 years into 480 luxury apartments. This was at the eve of their departure from government. The transaction was one for the road.

      The DLA hit the rocks when Lagos State Govt in the interest of the public indicated willingness in acquiring the Federal Secretariat complex. LASG insisted it should be accorded right of first refusal since LASG is the Issuing Authority of the C of O, coupled with other reasons.

      Finally, lets compare OBJ & Atiku's first 3yrs in power to the first 3yrs of PMB that hasn't retrenched one civil servant, but has bailed out states on salaries. Lets not forget Atiku was in charge of the economy and OBJ gave him free hand until Galaxy Backbone scandal happened.

      In 2002, first 3yrs of the Obasanjo/Atiku, manufacturing accounts for 6% of GDP. Nigeria's GDP fell by half for d first time in 20yrs. This was d year all textile factories in Nigeria closed down and unemployment was 28% within d formal sector alone; I repeat, alone!!

      In 2002, UN estimated that 70% of Nigerians live below poverty line compared to 48.5% in 1998 under a military rule. Life expectancy fell from 54yrs to 51yrs. Two-fifth of every child below age 5 were malnourished and only 50% of the 128Million Nigerians have access to clean water.

      #TheAtikuPlan recognizes the private sector as the engine of growth of our economy. A strong, productive and pro-growth private sector is needed to create wealth, generate employment opportunities and help fight poverty. We pledge to improve government consultations with the private sector in policy design and policy implementation. We will work with the Organized Private Sector to identify ways to reduce the cost of borrowing, tackle incidences of multiple taxation and improve availability of foreign exchange for legitimate
      We will create jobs by growing the economy and promoting innovative flagship job creation programmes such as: The National Open Apprenticeship Programme through which we shall enhance the capacity of Master-Crafts men and women to train 1,000,000 apprentices every year. Our National Innovation Fund and SME Venture Capital Fund initiatives will provide stable and sustainable long-term support to aspiring entrepreneurs.

      We will create an Economic Stimulus Fund with an initial investment capacity of approximately US$25 billion to support private sector investments in infrastructure. Power sector reform will be a critical policy priority. Our vision is to accelerate investment to double our infrastructure stock to approximately 50% of GDP by 2025 and 70% by 2030. Re-building infrastructure and reducing infrastructure deficit will enhance the carrying capacity of the economy and unleash growth and wealth creation.

      We will improve liquidity by undertaking fiscal restructuring and improving the management of our fiscal resources by:

      Improving spending efficiency by reducing the share of recurrent expenditure and increasing the share of capital expenditure in budget. Recurrent expenditure over the medium term should not exceed 45% of budget.

      We will liberalise the economic space and privatise all ailing enterprises. In particular, the #TheAtikuPlan will undertake a de-regulation of the downstream sector of the economy, review the PIB and privatise all four State refineries that operate at 10% of their installed capacities..       We will assist the Micro, Small and Medium Enterprises to grow bigger and to be more productive. As we all know, small businesses offer the greatest opportunities for achieving inclusive pro-poor growth, through increased self-employment. Our focus shall be on improving their access to affordable, long term funds, provision of critical infrastructure as well as adequate training for their workforce to improve productive capacity.

      We will prioritize Human Capital Development. Our philosophy is that people are the fundamental reason for economic growth. Accordingly, we will increase investments in the human development sub-sectors especially education and health by committing 25% of the budget to education and 15% to health under a collaborative process and within the 3G partnership;
      Raising additional revenue by blocking leakages from exchange rate adjustment. The official rate on which the 2019 budget is based US$/N305 with a parallel market rate of approximately US$/365. FGN will appropriate the premium in excess of N60/US$

      Reviewing subsidy payments on PMS. The Federal Government has set aside billions of Naira for subsidy payment in the 2019 budget. This will instead go into the funding of education and health.

      We will build strong and efficient service delivery institutions for more effective co-ordination of government policies and for effective support to the development of a dynamic and internationally competitive private sector. We will re-position the public sector to become more disciplined and performance-oriented.

      We shall, through constitutional means, achieve a new political structure that guarantees freedoms and ensure government accountability at all levels. Our political reform shall reinforce the country’s concept of true Federalism by conceding unfettered autonomy to the subordinating units (States and Local Governments

  8. This is constantly done abroad, sort of like a plea bargain. Which is better for us because we are enriching other countries with stolen Nigerian wealth because. Some offenders even serve a house arrest sentence, let them bring our wealth back biko. Buhari should look into it too cos this his corruption fight is not yielding any returns. Directors in civil service in Abuja are having a field day stealing in this regime it’s scary. Even the whistle blowers are afraid to blow cos they will refuse to pay them their percentage or they might be killed cos someone in that anti corruption office will leak who their ‘confidential’ informer is to the offender.
